On the 2nd day of her visit to the Philippines, Queen Maxima visited the office of the United Nations, and International Convention Center in Manila. The Queen also attended meeting with President Ferdinand Marcos and Secretary of the Department of Finance Ralph Recto. Queen Maxima is making a four-day visit to the Republic of the Philippines in her capacity as the UN Secretary-General’s Special Advocate for Inclusive Finance for Development.
It would look much better if top was the same color as skirt or skirt the same color as the top.

This is a good business style outfit - simple and appropriate. I don't normally like peplums but this one is OK, since it gives the outfit a subtle style and focus without being fussy. The skirt is tight but it's meant to be that way, and Maxima's svelt figure wears it like it should be. It wouldn't look the same on many others. The colours of the full outfit are light and pale which is cooling for a hot climate, and her hair is perfect in this style both for the climate and the outfit.

If the top would have been a dress I would have loved it. The skirt ruins the whole look. It looks like it is made of a cheap piece of fabric.
