Letizia is not "islamic" so she does not need to cover anything.

Une belle robe et un beau décolleté pour la reine. C'est sobre et chic.
En revanche le sac n'est pas à mon goût. Paloma.

Letizia's dainty figure lends itself beautifully to the architecture of this slender column dress. Letizia also demonstrates that footwear doesn't need to have super high heels in order to look elegant. A very classy look. Lyra

She is a veauty. What a wonderful pencil dress. At the same time I wander if the " naked" shoulders are a bit too much upon arrival in a Moslim country or maybe Letizia makes a emancipated female statement?

Obviously, she is not Moslim and they do what they want in other countries the cover their body in Christian countries

… good to be culturally sensitive but also: “hosted a reception at the St. Regis Cairo Hotel for the Spanish community living in Egypt”

Why it is always the others who have to adapt to the moslims and the moslim countries. When they come on state visit to European countries they also wear the clothes of their culture.

I also wouldn't recommend bare shoulders at a diplomatic mission, but not because it's in a Muslim country. Simply put, bare shoulders belong at a summer party, a prom, an evening gala reception, where black tie or white tie is required.
