Yes it is a lovely outfit.
As far as I can recall from previous outfits she has worn to this annual event, she always chooses something blue ,or with a water-like print, and they have always been beautiful outfits or dresses.

I am from St John’s! We are very proud of Moroti! Victoria looks lovely in this delicate blue skirt and top. I like the addition of a dark necklace, and I really like her shoes.

Fabulous colour, fabulous jewels, but the most beautiful: this invention: “ this year's winner developed a platform designed to remove plastic from water without harming marine life”. How clever.
