Yes, the DoCa has worn the same dress exactly two years ago, when she, William, Harry and Meghan appeared on a talk about mental health issues. And that fathers-to-be gain weight as well during the pregnancy of their wives is a known thing, it's called "Couvade Syndrome".

That looks like one of the maternity dresses that the Duchess of Cambridge wore when she was pregnant with Louis. I know Catherine wore a lot of Seraphine maternity wear.
